We couldn't believe what we saw the first time but multiple views later, came to the conclusion that is a real deal and a proper working model of a modified Maruti 800 with tractor tyres. The donor vehicle seems to be a very old Maruti 800 with Delhi registration. While the exact modifications aren't known yet, the video shows only one welding job. It goes without saying that all the wheel hubs must have undergone extensive changes. Fitting the rear tyres would have been easier but making sure the front ones work properly calls for some good mechanical skills. The Maruti 800 is front wheel driven and further, you need to steer the car too. This seems to be working just fine, as seen in the video above.

The car itself has enough following in the video, being surrounded by local villagers. The initial start is difficult and the driver has to use a fair amount of clutch to get going.
